Silver paint was peeling. No plasti dip hubbub. Maybe the owner used the wrong cleaning product or got drenched in brake fluid? Nah, that would be more bubbly.... theories?

Those are the 50th Anniversary rims. I didn’t think Ford sold them in black, but I could be wrong.

black paint peeling off? Definitely wasn’t a dip? It looks like brown cow disease from a poor dip to me though...
If anything, maybe a really harsh wheel cleaner was left on for too long. It really shouldn’t be on the wheel for any more than a couple minutes at best, and really needs to be rinsed off well...

Those look like 50th anniversary wheels and they only came in that bright finish as far as I know. That looks like the finish is peeling already which is bad to say the least.

I never used anything other than soap and water on it(pic was at just over 6000 miles). Just a bad batch of wheels I guess since the replacement wheels over have 19,000 miles on them and they are still like new.
